For newly arrived diplomats, understanding the United States begins with understanding how decisions are made. While the federal government plays a central role in foreign policy and national affairs, many of the institutions that shape economic development, education, public safety, healthcare, and research operate at the state and local levels. Successfully engaging the United States requires understanding how policy is shared across every level of government. 

As part of Meridian's Diplocraft series, representatives from 13 embassies and representative missions joined Akram Elias, President of Capital Communications Group, for Understanding Washington: A Deep Dive into Federalism. The briefing explored the constitutional foundations of U.S. governance and how its decentralized structure continues to shape policymaking, diplomacy, and international engagement.  

Attendees examined how the Constitution distributes authority among the federal, state, and local governments through a system of checks and balances designed to provide both stability and flexibility. Participants explored how responsibilities are divided across institutions, why many policy decisions are made outside Washington, and how that structure creates opportunities for engagement with governors, state agencies, local governments, universities, and the private sector.  

The discussion also explored federalism as a framework that allows American governance to adapt over time while preserving its constitutional principles. As the United States marks its 250th anniversary, the conversation underscored how the Constitution's enduring design continues to provide both stability and flexibility in addressing the challenges of each generation. Through conversations on executive authority, civil society, public-private partnerships, and stakeholder engagement, participants gained a deeper understanding of how policies are shaped, how ideas move from communities into government, and why collaboration beyond public institutions remains a defining feature of the American system. 

For diplomats beginning their assignments in the United States, it provides a practical roadmap for building relationships, identifying the right partners, and engaging effectively with the institutions that shape American policy and influence across the federal, state, and local levels.
