Shelbey Keegan serves as a Program Officer for the Meridian Center for Global Leadership, facilitating the U.S. Department of State’s Study of the U.S. Institutes (SUSI) for Global Student Leaders and providing oversight for the U.S. Science Envoys program. In addition to assisting the SUSI team, her prior role of Program Coordinator allowed her to support the Meridian Center for Diplomatic Engagement with customized corporate partnerships in diplomatic protocol. She also previously implemented privately sponsored exchanges to convene Chinese delegates in the financial regulation and food safety industries with their U.S. counterparts. Since joining Meridian in October 2018, Shelbey has worked on a variety of programs that has included backstopping for U.S. Trade and Development Agency (USTDA) reverse trade missions, Department of State reporting tours for international journalists, and for U.S. Science Envoys. She also supported Meridian's administration of the U.S. Speaker Programs for embassies in India, Brazil, Macedonia, and France.
Prior to joining Meridian, Shelbey was the Programs Manager for the US-China Business Council, where she led the planning and implementation of monthly briefings, annual meetings, ministerial bilaterals, and annual fundraising gala. From 2016-2017, Shelbey was a Fulbright English Teaching Assistant (ETA) in Taipei, Taiwan, where she taught at the National Taiwan College of Performing Arts. Before her time as an ETA, she was a Program Associate with the Society for International Development in Washington, DC.
Shelbey holds a Bachelor of Arts in Foreign Affairs and East Asian Studies from the University of Virginia, with concentrations in China studies. She has spent time at both East China Normal University in Shanghai and National Taiwan Normal University in Taipei studying Mandarin. She speaks Mandarin and conversational French.
