Paula Pinha is Global Head of Trade, Competition and Consumer Policy at Netflix, based in Washington, DC. In that role, Paula is responsible for developing the company’s trade policies for discussions in bilateral, multilateral and other trade fora, and for supporting regional leads facing competition and consumer policy proposals across the globe. Before this, Paula was Head of Policy for the Latin America region for Netflix, a position she held for eight years, and where she worked to address regulatory matters for all countries across the region. In that role, Paula covered matters ranging from cultural regulations and content matters, to tax, connectivity, and general corporate matters, among many others.
Before joining Netflix, Paula was Director of Intellectual Property and Innovation at the U.S. Trade Representative (USTR), in the Executive Office of the President of the United States. At USTR, Paula chaired the annual Special 301 Review, was responsible for the implementation of IP chapters for various U.S. free trade agreements and covered a variety of IP and innovation matters in South America and Southeast Asia. Paula also served as Counsel for Policy and International Affairs at the U.S. Copyright Office, where she covered copyright matters in South America, Africa, the Middle East and Southeast Asia. Paula, a native of Brazil, has a J.D. from The George Washington University Law School.
