Monica He is the Head of International Policy and Government Affairs at Organon and is responsible for leading government engagement and partnerships covering Organon’s full portfolio of businesses internationally. Prior to Organon, Monica was at Amgen and led Amgen’s government relations and public policy advocacy engagements for the Asia Pacific region. Previously, Monica was at the Biotechnology Innovation Organization (BIO), a trade association representing more than 900 biotech multi-national corporations and start-ups and was responsible for developing industry positions and strategies to strengthen the life sciences ecosystem in emerging markets, including leading BIO’s public-private partnerships in Asia.
Before 2016, Monica spent nearly a decade in public service. She was the Director for China, Hong Kong, and Taiwan Affairs at the Office of the U.S. Trade Representative (USTR), an agency of the Executive Office of the President of the United States. While at USTR, Monica organized high-level negotiations under the U.S.-China Joint Commission on Commerce and Trade (JCCT) and led the development and implementation of U.S. trade policy for China in the life sciences and healthcare industries. Monica also oversaw the U.S.-Taiwan Trade and Investment Framework Agreement (TIFA) negotiations from 2015-2016. Before USTR, Monica served in the Foreign Agricultural Service of the U.S. Department of Agriculture (USDA), where she led agricultural trade negotiations at the World Trade Organization. Monica was a U.S. Presidential Management Fellow and has a BA in Sociology and Economics from the University of Chicago and a Ph.D. in Sociology from Columbia University in New York.
