Frank has extensive experience in the Middle East, Europe, Southeast Asia and China. Formerly, he worked for Bechtel Power and Telecommunications as a financial analyst and project director, served as the spokesperson for the U.S. Council for Energy Awareness, was a private consultant and analyst, and taught history at Hampshire College, the University of Massachusetts, and St. Lawrence University. He received his BA in Economics at DePauw University, studied at the London School of Economics, obtained his MA in International Business Relations at Fletcher School of Law and Diplomacy, and his Ph.D. in European and Asian History at the University of Wisconsin.
