Dr. Mohammad Maksudur Rahman Bhuiyan is a highly accomplished professional with a diverse background in administration, academia, research, and management. Currently serving as the Director of the Planning and Development Division at the University Grants Commission (UGC) in Bangladesh, he has been instrumental in shaping the strategic direction and development of higher education in the country. With a Doctor of Philosophy (PhD) in Engineering & Communication from the University of New England in NSW, Australia, Maksudur possesses a strong academic background that complements his practical expertise. He has extensive experience in international and local collaborations, including the management of e-resources, research, and education-sharing opportunities with esteemed institutions in the UK, USA, Canada, EU, Australia, South Korea, Singapore, Malaysia, Indonesia, Thailand, Vietnam, Cambodia and Nepal.
Maksudur previously held significant positions in the Australian State Government Engineering and Professional Departments, including the Department of Telecommunication Technology, Asian Development Bank, World Bank, and Bangladesh's higher education apex bodies. In these capacities, he demonstrated expertise in managing communications and networking engineering and a variety of diploma programs, with a focus on resource management and optimization.
The project enhanced leadership skills among schoolteachers through an 8-week course of meetings, discussions and quizzes. Some 493 teachers enrolled in the online courses, with equal representation from rural and urban areas and an equal number of male and female participants. A total of 170 teachers successfully completed the course and the others are continuing their learning journey independently. By implementing the strategies and techniques learned in the course, teachers have helped their students develop essential leadership skills, such as decision-making, communication, and problem-solving, which will benefit their future academic and professional lives.
Maksudur participated in the IVLP Project Academic Writing in Higher Education, organized by the U.S. Department of State and Meridian International Center, in partnership with WorldBoston, World Affairs Council of Western Massachusetts, Inc., Global Ties Iowa and WorldOrlando.
Maksudur's exchange experience led to the development of his IVLP Impact Award Project: "It is through this profound inspiration that I am driven to implement the IVLP Impact Award project, leveraging the invaluable resources and connections gained to make a lasting impact on higher education.
