Douglas leads a global unit which covers payment systems, digital financial inclusion, financial market infrastructures, financial inclusion policy, financial consumer protection, Fintech, and related areas. He was previously the Global Lead for Responsible Financial Access, and Lead Financial Sector Specialist. He set up the global Financial Inclusion Support Framework program, and also manages the global Financial Consumer Protection program, which together support over 30 countries to meet their national targets for financial inclusion.
Douglas is co-chair of the G20 Global Partnership for Financial Inclusion (GPFI) technical team which developed the new G20 High Level Principles on Digital Financial Inclusion. He is on the Executive Committee for CGAP, and is a core member of the World Bank Group’s ID for Development (ID4D) initiative. He also leads the Universal Financial Access 2020 team jointly with IFC.
His prior roles included leading the global Financial Sector Team at the UK Department for International Development (DFID), and as a senior financial sector specialist with CGAP. He has worked on financial inclusion and private sector development in the field (Argentina, Bolivia, Bosnia), in the Middle East/North Africa region for the World Bank group, and globally. He has authored technical guidance, policy and regulatory assessments, and research papers.
