Ms. Janetta L. Brewer, Esq. is the Principal Owner of Blue Alchemy Consulting, LLC, a boutique law, consulting, and training firm specializing in Federal government contracts. Ms. Brewer has a rare blend of legal, policy, operational, and program office experience, which she relies upon to assist senior procurement leaders in reducing risk and increasing operational efficiency across their acquisition systems. She also advises startups, small businesses, and nonprofits in Federal acquisition laws, compliance requirements, and Federal capture strategy.
Ms. Brewer has varied experience in Federal procurement, policy, and training. As a consultant and advisor within Defense Procurement and Acquisition Policy (OUSD/AT&L), she led interagency teams in the interpretation and implementation of laws, Executive orders, and policies into the Federal Acquisition Regulation (FAR) and Defense FAR Supplement. Prior to that, she executed the Office of Naval Research’s Procurement Performance Management Assessment Program (PPMAP), leading oversight and compliance reviews of headquarters and subordinate contracting organizations to evaluate the adequacy of internal controls and assess vulnerabilities. She was also a member of the Department of the Navy PPMAP Council, a governance board that acts to ensure consistency, adequacy, and accountability of the PPMAP processes across the Navy Enterprise.
Ms. Brewer has an expert knowledge of Federal acquisition regulations, policies, and compliance requirements. She has experience formulating agency governance metrics, diagnosing agency procurement activities, and developing procurement process designs and improvements. Additionally, she has instituted agency oversight and compliance programs, developed and delivered training for hundreds of acquisition professionals, led agency acquisition reform efforts, formulated various agency-wide acquisition policy directives and manuals, awarded and administered multi-million dollar Federal contracts, and advised program offices in the planning, executing, and managing of their acquisition programs. Her passion is strengthening procurement operations across the Federal government.
Ms. Brewer is a graduate of the Key Executive Leadership Program at American University, earning a Master of Public Administration degree. She is also a graduate of the University of Tennessee at Chattanooga and the University of Cincinnati College of Law, earning Bachelor of Social Work and Juris Doctor degrees. She is a member of the Leadership Arlington class of 2017. She is also a member of the National Coalition of 100 Black Women, Northern Virginia Chapter. Ms. Brewer is licensed to practice law in the Commonwealth of Virginia. In her spare time, she enjoys the arts, the outdoors, community service, and spending time with her son, Dominic.
