Ambassador Li Hongzhang embarked on a tour of Europe, Canada, and the United States in 1896. He arrived in New York City, where President Grover Cleveland welcomed him at Governors Island. Throughout his visit, which included stops in Philadelphia and Washington, D.C., Li advocated for the reform of American immigration policies that had greatly restricted Chinese migration.
