After the Tongzhi Emperor ascended the throne, President Abraham Lincoln was among the many foreign heads of state who wrote the young ruler to express well wishes. The Emperor’s reply expressed his hopes that the United States and China could find mutual understanding and maintain a peaceful relationship. He also assured President Lincoln that Minister Anson Burlingame’s visit would be arranged by the Zongli Yamen, the government body in charge of foreign affairs.
