The Emperor’s reply expressed his hopes that the United States and China could find mutual understanding and maintain a peaceful relationship. He also assured President Lincoln that Minister Anson Burlingame’s visit would be arranged by the Zongli Yamen, the government body in charge of foreign affairs.
