Soon after the United States gained its independence, many merchant mariners embarked on months-long voyages to establish direct trade with other countries. Unsure of what difficulties these travelers might face, the U.S. Congress provided captains, including Commander Peter Bradley of the Olive Branch, with a document requesting safe passage from foreign officials.
