Captain Elmer Magallanes, a Manila harbor pilot, works with crew members of the USS Tortuga to plot a safe passage through Manila Bay. Tortuga is part of the U.S. 7th Fleet that participated in Balikatan 2013, an annual U.S.-Philippines military training and community engagement exercise.
